Regulatory Inspections Level A

For Pressure Equipment (Boilers, Liquefied Natural Gas Satellite Plants), we collaborate and prepare the necessary conditions for the Authorized Control Body to carry out Level B and Level C Inspections, according to Royal Decree 809/2021, which approves the Pressure Equipment Regulation.

Regulatory inspections Level A

The following operations are performed:

  1. Verification of documentation.
  2. Opening of accesses to the combustion chamber, replacing gaskets and seals, checking and, upon completion of the work inside the firebox, closing the firebox by placing the
    manhole cover, guaranteeing its subsequent tightness.
  3. Visual inspection of the firebox, and the 5 coils, checking for the absence of
    deformations due to overheating, wear, abnormal corrosion, or possible leaks.
  4. The inspection will be carried out through the register provided by the equipment manufacturer for these purposes, therefore, it is not necessary to use scaffolding or other similar means, however, while the visual inspection is being carried out, continuous measurements of the environment inside the boiler furnace will be taken using our explosimeter, and notes will be taken every half hour.
    Access to the interior of the boiler would only be made if inspection reveals possible deformations due to overheating, wear, abnormal corrosion, or possible leaks.
    In case of access to the inside of the boiler, a rope will be attached to the worker's harness, which will serve as a means of rescue in case of emergency.
  5. Opening the access to the air/flue gas exchanger, visual inspection of the exchange chamber, inspecting the condition of the welded joints, checking the absence of deformations due to overheating, wear, abnormal corrosion, or possible leaks, replacing gaskets and gaskets, checking and guaranteeing their subsequent tightness. To perform this task a lifting equipment is needed, which will be guaranteed by the client.
  6. Inspection and cleaning of the differential pressure switches corresponding to the flow control safeties of the 5 coils, if necessary, cleaning of the access tubes and checking the correct operation and adjustment of the instruments, readjustment of the instrument if necessary.
  7. Review and inspection of temperature safety controls, verifying the correct operation of the associated instruments.
  8. Review, inspection and cleaning of air temperature, smoke and HTF controls, verifying the correct operation of the associated instruments.
  9. Review and inspection of the pressure switches installed on the boiler inlet and outlet manifolds, verifying the correct operation of the associated instruments.
  10. Review and inspection of the preheated air control system, verifying the correct opening and closing of the damper according to the preset setpoint, including the review of the correct operation of the AUMA servomotor.
  11. Disassembly, inspection and cleaning of the internal mechanical parts of the SAACKE Burner.
    All burner overhaul operations are performed on the upper walkway while maintaining the existing structural protections, in order to minimize possible risks.
  12. Disassembly, inspection and cleaning of all burner air passages.
  13. Overhaul, inspection and cleaning of the interior of the noise attenuator cubicle, suction, impeller, and electric motor of the combustion air fan.
  14. Check and verify parameters of the frequency inverter of the fan motor, and check for correct operation.
  15. Disassembly, overhaul and cleaning of the combustion air pressure switch and its
    and verify the correct adjustment and operation of the union.
  16. Overhaul of the Burner Gas Ramp, including checking and verifying the operation of the following items:
  • Pressure regulating valve, checking the correct setting.
  • Gas safety valve, checking the trigger pressure and sealing it with the ALGENCAL corporate seal as a Category "A" Gas Installation Company.
  • Main gas valves and their associated elements.
  • Solenoid valve for shut-off and venting.
  • Minimum and maximum gas pressure switches, checking the correct setting and operation.
  • Check the gas tightness control, and verify the total tightness of all gas ramp joints.
  1. Revision of the gas meter installed on the burner gas ramp, verifying the correct signal transmission and reading on the control screen.
  2. Disassembly and cleaning of the pilot flame igniter, adjusting the ignition electrodes and ionization electrode, verifying its correct operation and the associated elements.
  3. Disassembling, cleaning and checking the operation of the flame detector and its associated elements.
  4. Overhaul, cleaning and greasing of the transmissions of the modulating regulation system.
  5. Revision and adjustment of the servomotors, revision of the electrical circuit and checking of the potentiometers.
  6. Disassembly, revision and cleaning of the Lambda oxygen probe, revision and cleaning of filters and gas passages, performing probe calibration.
  7. Assembly of all the revised systems and elements, preparation for start-up. The personnel at this moment will be out of the boiler interior, the accesses will be closed and the hermeticity will be checked.
  8. Start-up, checking the correct operation of all the elements of the
    Boiler PLC operation and control logic.
  9. Check of control logic and fundamental parameters of the ETAMATIC digital controller.
  10. Checking, regulation and adjustment of combustion at all burner power points, using our electronic analyzer to be placed in the chimney, guaranteeing optimum emission values and maximum utilization of the energy consumed. When performing the combustion analysis the burner will be in operation, therefore, the inspection registers for access to the interior of the boiler have been previously closed and checked that there are no personnel left inside.
  11. Checking the correct operation of the LAMTEC oxygen control system,
    checking the control logic and the fundamental parameters of the microprocessor.
    Lambda LT-2, and the correct transmission of data to the ETAMATIC controller.
  12. Check and adjust the oxygen control setting curve, comparing the values of %
    with the readings recorded by our electronic gas analyzer, which is
    combustion installed in the chimney.
  13. Carry out boiler operation tests, checking all the safety features,
    causing him to intervene:
  • Minimum safety, maximum natural gas pressure and tightness control.
  • Flame failure safety.
  • Check sweep time
  • Low air pressure safety.
  • Safety due to power failure and emergency circuit breaker cut-off.
  • Safety for lack or insufficient flow in the coils.
  • Safety devices for shutdown of operation due to excess pressure in the HTF circuit.
  • Check operation of the 2-hour control.
  1. Update by leaving a documentary record of the operations performed and stamped in the Boiler User Log Book.
  2. Carry out the Inspection Certificate, legalizing the boiler by the ALGENCAL Pressure Equipment Installation Company, as established in the Pressure Equipment Regulations.

Regulatory inspections Level B

The following operations are performed:

  1. In the LEVEL B Inspection, all the operations related to the Level A Inspection are carried out, and the following operations are performed together with the Inspector of the Approved Control Body (O.C):
  • Opening of the accesses to the interior of the boiler furnace, and collaborate in the preparation of the boiler for the O.C. inspector to carry out the checks and non-destructive tests corresponding to the Level B Inspection.
  • The performance and safety tests (2.29) are carried out at the same time and in the presence of the O.C. Inspector.

Regulatory inspections Level C

The following operations are performed:

  1. In the Inspection LEVEL C, all the operations related to the Inspection Level A and Level B are carried out, and the following operations are also performed together with the Control Organism (C.O.) Inspector:
  • Opening of the accesses to the interior of the boiler furnace, and collaborate in the preparation of the boiler for the O.C. inspector to carry out the non-destructible checks and tests corresponding to the Level C Inspection.
  • Preparation of the boiler for the hydraulic (hydrostatic) test of the pressure vessel:
    • It is foreseen to achieve the tightness of the pressure vessel by closing the inlet and outlet valves of the HTF, or to place blind flanges in case the boilers are to be built by the property.
    • Pressurize up to the test pressure indicated by the equipment manufacturer or by the Control Body Inspector that certifies the test, using a pump. The pressure test is performed by an ALGENCAL specialist technician who supervises at all times the pressurization process of the equipment and in the presence of the C.O. inspector.
    • Check the safety valve trip in the presence of the O.C. inspector, to be performed by the client (the Property).
    • Depressurize and restore the equipment to operating conditions.
  • Carry out the start-up of the boilers, to perform the operation tests (2.29) in the presence of the C.O. Technical Inspector.
